How do I give the user access to the measure when the user has no access to the benefit?

When the user is part of the team of the benefit they can access both the benefit and its measures. In some cases, you do not want the user to access this benefit, but only want the user to open a specific measure.
The measure does not have its own team builder where you can give users read or read/write access. However, apart from the owner of the measure, a measure can have multiple measurement schedules with different owners. As the owner of the measurement schedule, you are able to view the measure dashboard and record actuals for this measure. The owner of the measurement schedule is not able to make other changes to the measure.
