Program-level milestones and budgets

Milestones:

Ability to set program-level milestones that are then presented in all initiative-level Gantt charts and available to set as a parent to child tasks in the initiatives.

E.g., the program milestone for an ERP implementation is "Go-live" - everyone needs to see what this date is, and at the program level you want to quickly understand what tasks are at risk for the current go-live date.

Budget and Resources - Similar to how we set program-level goals, there should be program-level constraints.  For example, we should be able to quickly see how our current planned spend aligns to the program budget.
