Lock Actuals /Budget

Would it be possible for us to request that an option be added (under Administration) for us to lock (and unlock) the 'Budget' and 'Actual' fields in the 'Cost' tab for our initiatives.

This will ensure users are not able to change these fields unless we provide them with access, or unless an administrator makes the change.

  This is now available under Site Settings, lock past actuals.
