Allow for the import/export feature to be available at the parent initative level

This is a request for a change to the 20.6 Gannt functionality to allow for the import/export feature to be available at the parent imitative level. As of now, the new schedule only allows for items to be loaded at the child/sibling level.

The use case revolves around schedule being managed at the Function level (parent initiative, ie. Finance). Users sometimes upload/manage schedule items in excess of 30 at a time. This change would allow them to align their business process of how they manage the schedule with the functionality of the new Gannt functionality.
