The overall control of a program is available to a user with a special role called the Program Administrator role. This is an inbuilt role that provides users with privileges to create programs and configure all attributes of a program and all its features.
The Program Administrator is a crucial role that has complete control over the program it is linked to but has no access to any other program. This role is automatically assigned to a user when they create a program. A user with the Program Administrator role will be able to access the Configuration function for the program which allows them to add and modify every administrative setting for the program.
The only other role that can supersede this role would be the Amplify Administrator role. If you have the Amplify Administrator privileges, you can create programs and nominate another user as the Program Administrators.
A program can have multiple Program Administrators.
