There may be occasions when, as a project manager, you are required to change or reorganise the reporting groups associated with your projects.
There are a number of different combinations of permissions that will allow you to change reporting groups, but there are many more that will restrict you. For example, it is not enough that you are the owner of the project to be able to change your projects' reporting group; you need to also be a team member.
Here are a few different types of role/permission combinations and the resultant privileges you'll have in each case.

You have no access to reporting groups. You cannot change existing reporting groups or create projects. |
You are the owner (creator) of the program itself, and this program has a project. |
You have the modify access to the whole program. (same as a role with modify access to the program). You will lose access rights if you get removed as the owner. |
You have full access. |

You are on the project's local team with full access. | You have no access to reporting groups. You cannot change existing reporting groups or create projects. |
You are on a centrally-managed project team. | |
You are a centrally-managed project team or a shared team with assignment rules, but this team has been manually added to a project that doesn’t match the assignment rules. |
You only have access to the reporting groups as defined in the assignment rule. You can update the project's reporting groups to those defined on the assignment rule but cannot change them back. |
You are on a centrally-managed project team or a shared team without any assignment rules, but this team has been manually added to a project. |
You don't have access to reporting groups. You cannot change existing reporting groups or create projects. |
You have access permissions to update data. | |
